Canada's Supreme Court has proven that our society is a prison, and that we are but prisoners, whose inalienable rights may be suppressed by political whimsy and ridiculous twists of reasoning more suitable to a genie granting wishes than judges appointed to uphold humane standards.

The Shafer Commission
After reviewing the scientific evidence, President Nixon's Shafer Commission said it was "of the unanimous opinion that marihuana use is not such a grave problem that individuals who smoke marihuana, and possess it for that purpose, should be subject to criminal prosecution."

Between 1969 and 1977, government appointed commissions in Canada, England, Australia, and the Netherlands issued reports that agreed with the Shafer Commission's conclusions. All found that marijuana's dangers had been greatly exaggerated. All urged lawmakers to drastically reduce penalties for marijuana possession, or eliminate them altogether.

Excerpts begin with the Nixon doctrine on why marijuana is much worse than alcohol: It is because people drink "to have fun" but they smoke marijuana "to get high." This distinction was evidently enormously significant to Nixon, because he repeats it.

A 15-year John Hopkins University study published in May 1999 found "no significant differences in cognitive decline between heavy users, light users, and non-users of cannabis." In 1999 the congressionally-chartered Institute of Medicine examined the "gateway theory" and determined, "There is no conclusive evidence that the drug effects of marijuana are causally linked to the subsequent abuse of other illicit drugs."

In examining the relationship between marijuana and violent crime, President Nixon's National Commission on Marijuana and Drug Abuse (the "Nixon-Shafer Report") concluded, "Rather than inducing violent or aggressive behavior . . . marijuana was usually found to inhibit the expression of aggressive impulses."

The same Presidential commission also found, "A careful search of the literature and testimony of the nation's health officials has not revealed a single human fatality in the United States proven
to have resulted solely from ingestion of marijuana . . . This is in marked contrast to other substances in common use, most notably alcohol and barbiturate sleeping pills."
